Charter Details

1. Mission and Scope

  • Mission: Develop and maintain an AI-powered platform (Cursor) to support Tibetan text editing and translation, making it easy for contributors and institutions to collaboratively edit, translate, and refine large volumes of content with high accuracy and accessibility.

  • In Scope: A bulleted list of what this WG is responsible for.

    • Designing, developing, and maintaining the Cursor web application for text editing and translation.
    • Building AI models for Tibetan text translation, correction,annotation, and formatting.
    • Integrating backend AI services with the web platform.
    • Managing data pipelines for training and fine-tuning AI models.
    • Providing UI/UX improvements to facilitate efficient user interaction with translation tools.
    • Ensuring version control, access management, and collaborative workflows for editing.
    • Coordinating with other WGs to align AI capabilities with broader OpenPecha goals.
  • Out of Scope: A bulleted list of what this WG is explicitly not responsible for, to prevent ambiguity.

    • Building infrastructure unrelated to editing or translation (e.g., publishing tools, analytics dashboards).
    • Setting the broader institutional strategy for OpenPecha.
    • Managing outreach, communications, or fundraising efforts.
    • Final user publishing or print-ready formatting tasks outside of editing scope.

2. Responsibilities and Deliverables

  • Core Responsibilities: A clear, bulleted list of the WG’s ongoing duties.

    • Triage and prioritize bugs and feature requests related to the platform.
    • Maintain the platform’s uptime, reliability, and usability.
    • Evaluate new feature proposals and manage the project roadmap.
    • Coordinate with linguists and contributors to gather feedback.
    • Publish quarterly progress updates to the OpenPecha community.
  • Key Deliverables: Tangible services or products the WG provides.

    • A functional and stable Cursor like web application for text editing and translation.
    • Integrated AI services for translation, correction, and annotation.
    • Visual dashboards showing editing activity, translation status, and AI performance.
    • Data pipelines and model training artifacts to support reproducible AI workflows.

3. Governance and Decision Making

  • Decision-Making Process: Proposals will be shared in the WG channel and on GitHub issues. If no strong objections are raised within 72 hours, the decision is adopted by lazy consensus. For critical or high-impact decisions, a synchronous vote during the next WG meeting will be held with a simple majority required to proceed.

  • Conflict Resolution: All disagreements are first handled internally through discussion. If consensus cannot be reached, the Chair facilitates a resolution. Unresolved issues can be escalated to the OpenPecha Steering Committee for final arbitration.

  • Timeline Tracking: All feature and infrastructure changes must be logged with estimated and actual completion dates via GitHub Projects.

4. Membership and Roles

  • Joining: How does someone become a member?

    • Example: β€œMembership is open to any contributor who has had at least 3 non-trivial pull requests merged within the WG’s owned repositories. Prospective members can be nominated by an existing member at a WG meeting.”
  • Member Responsibilities: What is expected of members?
